Carbon Management in Colorado.  The bill renames the Colorado Oil
and Gas Conservation Commission as the Energy and Carbon Management Commission
and expands the commission's regulatory authority to include emerging energy
generation and storage technologies, specifically geothermal and underground
gas storage.
